Pour a bucket of water into the pit until the float rises. The pump should start, clear the pit and shut off cleanly. Do it before storm season rather than during it — a sump pump only matters on the worst day of the year, which is a bad time to discover it's seized.
Do I need a battery backup?
If the pump protects a finished basement, yes. Sump pumps do their hardest work during storms, and storms are when the power is most likely to fail. The backup is inexpensive relative to what it's protecting.
